Ideas for a smoother punishment system

Based on my current dilemma i have found several ways the server administration could better handle issues
1. At least tell a person they are breaking a rule before they are jailed.

2. give time limit of jailing this will prevent people from asking how long they are jailed
   not to mention save both server and administrator resources.

3.In the case of banning putting out the ban hammer has spoken looks impressive, However,
  this makes it harder for innocent people to appeal their ban. it should give the reason for the ban
  i.e. youve been banned for bad language

4.within the jail there should be a clearer system of being able to talk to the administration
  though you still can it is very annoying to see "you do the crime, you do the time" instead of your message

5.there should be an appeal system within the jail using a chest to sell writable books and a hopper in the floor

6. my final suggestion is one of aesthetics the jail should have iron bars instead of glass
